My technician said I need gas without opening anything. Is that normal?
It is common, and it is not good practice. Low refrigerant is one of several causes of poor cooling and it can only be confirmed with a pressure gauge on the service port. A diagnosis given from across the room is a guess, and it is the guess that happens to be the most profitable. Ask for the reading — a technician who has actually measured will have one.
Is it worth repairing an old AC or should I replace it?
It depends almost entirely on which part failed. A capacitor, a fan motor or a PCB on a unit under eight years old is usually worth repairing. A compressor failure or a leaking evaporator coil on an older R22 unit generally is not — the repair approaches the cost of a new, considerably more efficient unit.
