Not if it is removed properly. A pump-down pushes the refrigerant into the outdoor unit's condenser and closes the service valves, so the charge travels with the machine. If you are quoted a refill as a routine part of reinstallation, the removal was almost certainly done by venting — which is both wasteful and, since the refrigerant is a greenhouse gas, not legal to do deliberately.

Can I reuse the same copper piping?

Usually yes, if it was disconnected at the flare joints rather than cut at the wall, and if the new run is not longer than the old one. We recover and coil it as standard. If the new location needs a longer run, additional insulated copper is charged per foot.
